阿里云服务器， cloudflare 的域名， safari 浏览器一直打不开，谷歌浏览器可以打开网址，需要备案吗？

我在阿里云购买了服务器，cloudflare 的域名。配置了 ssl 。在电脑端的谷歌浏览器可以打开网址。手机端的 safari 跟电脑端的 safari 都打不开网站。是需要备案吗？

我觉得是因为你没有 ICP 备案，被机房防火墙阻断了，连接被重置
